
After months of discussion, the Declaration was officially adopted by the IAC in August 1997. On 1 September 1997,
the text was published and forwarded to the UN General Secretary Kofi Annan and was sent to national governments around
the world.
As Mahatma Gandhi put it in 1948, a declaration of human responsibilities is intended to make people aware that a democratic society can, in the long run, only function, when each individual fully acknowledges that, alongside his/her rights, he or she has responsibilities for the state, for society and for his/her fellow human beings.
